Health Systems Administrator (Associate Director) NTE 120 days

The Associate Director serves as a full-fledged member of the Executive Leadership Team consisting of the Medical Center Director, Associate Director, Chief of Staff, and Associate Director for Patient Care Services. This position participates fully in top management discussions, decisions, policy making, planning, and goal setting, and shares equally in the responsibilities for outcomes of top management actions. The Associate Director is directly responsible for leadership, direction, and control of the following administrative and allied health services:
Facilities Management Service, Health Administration Service (HAS), Fiscal Service, Prosthetics and Sensory Aids Service, Fire Service, Police Service, Supply Chain Management Service, Community and Volunteer Service, Emergency Management Program, Privacy Program, Nutrition and Food Service, the VERA program, as well as a limited scope of the Human Resources Management Service, Veterans Canteen Service and Office Information and Technology. The incumbent serves as the Acting Medical Center Director in the absence of the Director. The incumbent serves as the chairman of and provides leadership to the Resources Board, Administrative Executive Board, Safety Committee, and the Emergency Management Committee. The incumbent also serves as the co-chair for the Strategic Planning Committee, and as an ex-officio member of the Clinical Executive Board and Nurse Executive Board. Additionally, the incumbent also has a thorough knowledge of the various program areas and medical needs of the Medical Center as well as Veterans Integrated Service Network (VISN) 10. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
To qualify for this position at the GS-14 level, you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-13 level) in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Planning, coordination, and execution of business functions, resource allocation, and production. - Principles and methods of capital investment analysis or business case analysis, including return on investment analysis. - Making sound, well informed, and objective decisions; perceives the impact and implication of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. - Knowledge of economic policy, prinicples, and practices, market and non-market values, and the analysis and reporting of economic data. - Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
