Program Support Assistant

Incumbent serves as a Program Support Assistant in Learning Resources Service (LRS) with specific responsibility for performing statistical data collection and analysis with regards to VA scholarships and all education programming and funding within the Medical Center. MAJOR DUTIES:
Data Collection & Tracking Support Performs duties to ensure the effective delivery of continuing education and training to staff for the Department of Veterans Affairs to become the recognized partner of choice for employee learning. Incumbent serves as the Domain/Learning Manager in LRS for the current education and tracking computer system, the Talent Management System (TMS). Possesses an in-depth knowledge of this system, and can troubleshoot and correct problems with minimal direction; only complex problems are deferred to the National TMS Help Desk. Assigns modules to all employees and services of the Medical Center, and verifies assignments Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the education programs within the medical center. Assists in the planning, review, and reporting of data/statistical results of program/project studies. Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data. Performs a basic analysis of the data and generates a variety of reports used within the medical center and regionally within the Veterans Integrated Service Network (VISN) and at the national level for scholarships offered through the Human Resources Development and Policy Office (HRDRP). Maintains automated system of program-specific data to track suspense's on items such as project milestones, progress reports, funding accomplishments, compliance strategies, etc. Program Resources Services and Support Performs work related to the acquisition and/or development of educational programs and resource materials/personnel to support same. Works with the Chief, Learning Resources Service as backup to manage academic affiliation agreements, reports, and student placements. The incumbent is responsible for Records Management in accordance with the current MCM and in accordance with Records Control Schedule 10-1, which includes periodic inventory of files and documents within the office. As primary timekeeper for Education Time and Leave (T&L) 403, 225, and 226, the incumbent is responsible for accurate timekeeping, monitoring leave/Comp Time (CT) usage, answering questions and addressing concerns on leave regulations, procedures, and balances. The incumbent is responsible for the Personal Identity Verification (PIV) Sponsor Program for both existing and new LRS employees. Develops plans, and procedures for analyzing training evaluation data; serves as a resource for a broad range of evaluative programs and the data analysis specific to LRS. Provides administrative support for the Service, requiring full knowledge of the unique, diverse program responsibilities, policies and associated procedures of LRS co-workers, e.g. Continuing Medical Education Program; Serves as the Primary Service ADPAC; monitors menus of all LRS staff, troubleshoots problems, and monitors use of AIS security and contingency plans for LRS. Knowledge Required Comprehensive knowledge of the TMS to support all employees use of this system. Numerous computer applications:
Current versions of Word, Power Point, Excel, Access and ability to learn and adapt for use new versions when available and published. Attention to detail and follow through on all budgetary monitors and ability to interpret medical center budget reports. Principles of statistical data collection, presentation and analysis. Problem solving approaches through independent critical thinking. Accessing and use of internet and intranet searches to provide best practice information for inclusion in training resources and direction by VA regulation. Communication skills, conflict management strategies, dynamics of interpersonal relationships. Flexibility and contribution to the effectiveness of LRS and other sub-groups which evolve associated with education projects. Knowledge of Timekeeping and Accounting. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to manage share share point; Knowledge of educational software pkgs to determine educational needs; Ability to provide information on the status of employee training and travel requests; Knowledge of Microsoft Outlook for calendar appointments and managing attendees for one time and recurring; Knowledge of local policies, national directives and other educational guidelines; Ability to place purchase card orders and ability to compile, request and reconcile orders related to education; Knowledge of established guidelines, ensures compliance with reports created and transmitted to the Office; Ability to communicate utilizing adult learning principles in order to ensure training objectives are met.
