Purchasing Agent

The Purchasing Agent Serves as the first line of contact for medical staff and customers regarding procured items. Incumbent provides clerical support and coordination to approving officials and administrators. Incumbent answers telephones and refers calls to appropriate staff. Incumbent also uses departmental software to produce printouts for logistic and medical staff and establishes office files and record systems. Incumbent utilizes a variety of automated systems to enter, update, revise, sort, and calculate data; monitor purchase requests; process receipts; and monitor active and delinquent invoices. Develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes. Duties include but are not limited to:
Provides administration and oversight on orders and services. Represents the VA in discussions with vendors/contractors to obtain agreement on micro purchases and vendor/contractor compliance. Performs work in support of general management and/or program analysis function in which knowledge of the purpose, operation, methodology and techniques characteristic of specific management/program analysis functions is required. Coordinates with the using services representatives regarding sources of supplies and acceptable substitutions when the standard items are in short supply or unavailable from the normal source of supply. Applies conventional practices to solve any problems in the procurement transaction. When significant problems are encountered or deviations are required, develops recommended alternatives or solutions prior to completion of the procurement action for supervisory review. Provides excellent customer service to medical staff, customers, vendors , and contractors and resolves issues in an expeditious manner to ensure requests and bills are processed in a timely and accurate manner. Resolves minor disputes and informal complaints among medical staff and customers and refer formal complaints to the immediate supervisor. Work schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
include but are not limited to knowledge of solicitation or purchasing methods, that would be acquired through extended training or experience. Knowledge of purchase card regulations and policies, socioeconomic goals, and priority sources of supply.Skill in analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas. Knowledge of price analysis techniques. Knowledge of variouS acquisition clauses. Become familiar with item or service sufficient to discuss requirements and questions with vendors. Education:
To qualify based on education for this grade level you must possess four (4) years of successfully completed education above high school leading to a bachelor's degree. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
