Position Overview

Under general direction of the Division of Family & Community Services (DFCS) Assistant Director, serves as DFCS Program Policy Advisor. Directs and executes statewide policies and procedures for DFCS program offices. Directs and executes research studies and analysis of DFCS policies and procedures. Organizes and executes DFCS program offices' goals and objectives. Identifies DFCS program offices' training needs to direct and execute virtual training opportunities. Confers with the DFCS Assistant Director on the integration of the DFCS program offices' activities to resolve administrative problems, thereby improving services for consumers statewide. Directs interactions with internal and external entities to resolve DFCS related issues. Directs and analyzes data elements for use in monitoring and analyzing routine and ad hoc DFCS programs. Directs the development of related high-level written ad hoc and routine reports using Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Access, and Project Management Tools). Travels statewide with overnight stays in the performance of duties. Serves as a working supervise to lower level staff.

Job Responsibilities

35% 1. Serves as DFCS Program Policy Advisor. Directs and executes statewide policies and procedures for the Family Wellness, Early Childhood, Community and Positive Youth Development, Adult Services and Basic Supports, Welcoming Centers for Refugees and Immigrant Services, and Workforce Development program offices. Directs and executes research studies and analysis of DFCS policies and procedures to promote state-of-the-art service delivery. Directs and executes high-level management analysis of existing onsite and/or desk reviews of DFCS programs in order to generate written reports, which include performance trends/patterns and administrative issues, and/or service outputs (i.e., program function improvements, accomplishments, and/or service delivery gaps). Directs and executes DFCS program offices' goals and objectives with designed time frames for implementation to facilitate effective and efficient program functions and implementation. Directs and analyzes data elements for use in monitoring and analyzing routine and ad hoc DFCS programs. Directs the development of related high-level written ad hoc and routine reports for Illinois Department of Human Services (IDHS) and DFCS executive management using Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Access, and Project Management Tools). Travels statewide with overnight stays.

25% 2. Identifies DFCS program offices' training needs in order to direct and execute virtual training opportunities for these offices as it relates to state and federal requirements, which include, but are not limited to fiscal management, personnel management, budget analysis and preparation, program development, and public relations. Represents the DFCS Assistant Director at IDHS workgroup meetings to align DFCS operations on an intra-agency basis as it relates to IDHS and Grant Accountability and Transparency Act (GATA) policies, procedures, and guidelines. Directs and executes the design and implementation of the DFCS Assistant Director's SharePoint site.

20% 3. Serves as a working supervisor.

15% 4. Confers with the DFCS Assistant Director on the integration of the DFCS program offices' activities to resolve administrative problems, thereby improving services for Illinois residents, statewide. Directs interactions with internal and external entities to resolve DFCS-related issues in a timely and professional manner, which require development and implementation of action plan(s). Directs and executes related, high- level PowerPoint presentations and/or written reports for executive IDHS and DFCS management. Directs and executes standardized report formats for DFCS program offices to enter and display consistent data for analysis.

5% 5. Performs other duties or tasks as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.

2. Requires two years of responsible administrative experience in a public or business organization.

  • Requires ability to analyze administrative problems and adopt an effective course of action.
  • Requires ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
  • Requires ability to develop complex written reports and PowerPoint presentations using Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Access, and Project Management Tools).
  • Prefers experience and knowledge regarding SharePoint features.

Employment Conditions

  • Requires the ability to travel statewide with overnight stays.
